No Funds for Enlistments Delay 18 Year Old Volunteers
Army Secretary Royall said no money has been appropriated to enlist 18 year old volunteers seeking draft evasion. Congress authorized these volunteers, but defense funds must be approved from a deficiency appropriation before admission. Rep. Kearing pressed delay and asked retroactivity for 15 year olds. One year enlistees may join reserve units but cannot be sent overseas.
