Landis Seeks End to Farm System in Baseball Plan
Commissioner Landis issued a 3000 word proposal to major and minor league owners seeking a new system for player transactions. The plan aims to eliminate farm system abuses, grant equal bidding chances, and subsidize minor leagues while ending prequalified player control by clubs. Reaction split among executives with support from Harridge and Collins but resistance from some owners and skeptics about feasibility and cost.
