The 1970 to 1971 period saw a drop to 181 coal mine deaths, the lowest since records began, with officials attributing the decline to the Coal Mine Health and Safety Act. A Bureau of Mines report cites 260 deaths in 1970 and 203 in 1969 as prior lows, while officials discuss broader political conflicts and office incompatibilities in Dallas, involving Bullock, Buckner, and Orr.
