Bustamante Faces Employee Problems With New Exemption Rules
County Commissioner Albert Bustamante remains unable to fill three holdover positions from his predecessor Albert Pena. The Civil Service Commission approved non retroactive rules exempting limited personnel from Civil Service for key aides to County Judge Blair Reeves and other county commissioners. The measure, not retroactive, would not affect current workers. Roser supports the change as strengthening Civil Service, while Reeves argues trusted aides need special insight. The move follows the firing of former Precinct 1 parks chief John R. Garela. Two other exempted officials may seek similar relief, with Knigh delaying action until others weigh in.
