In PAMPA Texas February 15 County Judge Bruce J L Parker imposed a strict curfew for anyone 17 and under and ordered juveniles jailed without magistrate consultation. He opened juvenile hearings to the public after street fights and late hours, citing a San Antonio incident where youths boasted police could not act. Sandy Osburne fourteen was declared delinquent and referred to a girls school. her mother said she could not control her.
