Insurance Board Chief Kirkpatrick Faces Senate Test

Former Gov Preston Smith appointee Ray Kirkpatrick faced questions before the Senate Economic Development Committee as a prelude to a full vote on his confirmation to the three member Texas Insurance Board. Opposition emerged from Sen Blanchard and Sen Maury over his background and ties to various industries. Eight or more senators were ready to oppose, jeopardizing confirmation under the 31 member Senate rules. House votes were expected on a bill guaranteeing public access to records and granting police and firemen bargaining rights.
