Kimmel Ordered to Act, Turner Says Lol Pacfic Readiness
Adm R G Turner told a congressional panel that Admiral Kimmel failed to follow clearly issued orders and that if he had, Pearl Harbor losses would have been materially reduced. Turner said the Pacific fleet had been prepared for such an attack and the Navy had given Kimmel precise instructions to take necessary measures. He defended a November 27 war warning and stated that even without extra alerts the fleet was ready for war, with land based bombers and substantial fighter strength at Pearl Harbor.
