Dec 4 The San Antonio Union Junior College district lost its bid to refund bonds after the Texas Supreme Court denied mandamus to force Attorney General Price Daniel to approve the issue. The court held junior college districts share general school provisions and lack authority to issue refunding bonds, leaving the burden on taxpayers. The bond refunding sought $80,000 of 1945 bonds from a $940,000 issue, with terms shifting 14 percent interest to new bonds.
