Texarkana August 23 The highest state and federal judges will hear in New Orleans August 11 a challenge to Texas cattle lick law after Federal Judge Estes granted a temporary restraining order blocking enforcement. The order shields Kennedy county rancher Charles Armstrong from interference with his cattle shipments and prevents Texas livestock sanitary officials from acting pending final decision.
