Seoul reports the new Korean government will seek Soviet recognition after the U.N. General Assembly reviews the government setup. Moscow has previously refused to allow a U.N. election in Korea’s North, delaying any formal contact with the new regime.

London reports at an international conference on mental hygiene indicate rising marital failures due to inadequate preparation for marriage. Dr. E F Griffith cites 23 percent failure in some countries and 20 percent in Britain, with increases in premarital sex, illegitimacy, abortions, and venereal disease. He notes one in four British first marriages already involve pregnancy.
In Yonkers on August 18 a 4.13 pound boy born at Yonkers General Hospital had his heart restored seven minutes after birth but died shortly after. The infant was the son of Mr and Mrs Edgar Keith of the Bronx. Hospital officials reported the heart failed to function at birth.
Two new polio cases were admitted to Brooke General Hospital midweek. Four year old Philp Ammann Jr. from the South Kelly housing project and 15 year old Kenneth Cobar of Fredericksburg, whose fathers are overseas soldiers, were diagnosed and admitted. Neither child is in serious condition, raising Brooke’s polio patient total for the year to ten.
Secretary of Labor Maurice J. Tobin denounced the Taft-Hartley Act in a news conference calling it a blow at unionism. He criticized two provisions outlawing the closed shop and restricting union campaign spending, and urged repeal of the entire act.

Mrs. Garner, widow of prominent public figure, died in Uvalde after a long life marked by strong public service. The Garners, honored by Baylor University in 1937, spent years on a nine acre ranch after he left the vice presidency in 1941. Their golden anniversary in 1945 highlighted her practical, supportive role in his career and home life.
