District Attorney Ted Butler announced a policy change allowing murder cases to be either accepted or referred to the grand jury rather than automatically rejected. He cited the July 28 shooting of soldier George Licon as a key example, stressing that additional evidence may emerge and cases should be re evaluated by the grand jury.
