Prison System Finances in Texas Highlight Revenue Loss
In Texas April 19 report by Rep D M Reedy, chair of the penitentiaries committee, the state prison system's finances are examined. He notes former managements relied on convict leasing to railroad, mine, and planter contracts for income, with net revenues peaking under Wortham and Wright. After 1911 law changes shifted to share-farm labor, fixed monthly incomes disappeared, causing substantial revenue losses and added legal costs, while also describing new costs like transporting discharged convicts and limiting labor hours to ten per day.
