The Bexar County Federation of School Boards charged Friday the Texas Legislature seems determined to bankrupt the school districts. The federation, through spokesman Dan Harris, voiced its opposition to House Bill 441.

Briscoe against the bill.
President Luis Echeverria and Soviet leaders continued private talks in the Kremlin focusing on bilateral political economic scientific and cultural relations. Tass described the negotiations as conducted in an atmosphere of mutual understanding and friendship with a final session expected Monday as Echeverria visits Leningrad.
