Draft Urged By Forrestal Pushes Universal Military Training
Defense Secretary Forrestal told the House Armed Services Committee that full reliance on manpower under a bold war plan is an illusion. He urged prompt action on a universal military training bill and outlined a two track approach for short term force growth and long term reserves. He said a UMT could allow halting the draft once regular forces reach a safe level, otherwise indefinite conscription may be needed. The plan calls for 19 to 25 year olds to be drafted when voluntary enlistments fall short, and a quick boost to Army 542k to 782k, Navy 397k to 460k, Marine 84k to 92k, and Air Force 364.5k to 400k.
