About ten thousand want guard positions though only 140 are needed, while passes will be issued mainly to press and indoor staff, pushing salaries as a draw for top hires.

City council approves a franchise granting Portland Gas Company and successors the right to lay gas mains and pipes in streets and public places of St Johns Oregon for 25 years. The ordinance details penalties for noncompliance, dispute resolution, and takeover options by the city after expiration with appraisal by three arbitrators.
