Mass animal grave in St Charles shelter outbreak

The Southwest corner of the St Charles city pound grounds became a mass grave for 70 animals after a fever outbreak. Two local veterinarians destroyed the cats and dogs as cases of distemper spread, leaving six dogs surviving under pound supervision. City officials impose a moratorium on adoptions for two to three months and plan disinfecting and better controls when reopening.

Revised Sewer Rate Could Shift Costs to Large Users

Charles city council plans a reform of sewage charges to fund a $15.00 million maintenance fund. A draft bill due Oct 8 would convert from a water-bill percentage to a 1.8 cent per 100 gallons rate and raise the sewer tap fee from 9 to 100 dollars. The measure targets homeowners and major institutions with higher bills and aims to reduce the homeowner share as industry and public bodies bear a larger portion.
