Dr. Frank E. Colaw, superintendent in St. Charles, laments state failure to meet commitments to local districts. He says state law binds public education financing to local property taxes and asserts there are no legal means to relieve the burden on communities.
Dr Colaw urges residents to contact state lawmakers to seek alternative support for public schools as the district asks voters to approve a 5.53 tax levy for 1970 71, a 54 cent rise that may still leave deficits. A 33 cent Teachers Fund increase is also proposed to cover salary raises and 15 new staff.
Joseph Allen Dryden 18 died after leaping from a third story window in a plunge described as a high caused by sniffing a remover chemical. He died three days after fracturing his skull in the fall at Firmin Desloge Hospital St Louis. He was the son of Mr and Mrs William Dryden of 2931 Homewood. The Dryden family suffered a second tragedy in a matter of days.
The Journal straw poll reports 67.3 percent against the proposed 5.53 St. Charles school tax with 133 yes and 274 no of 407 votes. Most respondents opposed taxation changes but favored keeping a property tax to fund schools if needed for opening.
