Nearly 28 000 miles of roads were built in 1921 as states with federal aid produced about 14 000 miles and an equal amount without aid. Costs fell toward 1914 levels, freight rates declined, and manufactured road material prices eased. A new 785 million dollar appropriation spurs interstate and county highway construction. An Association meeting in Omaha December 5 to 12 will plan implementation.
