The Empire Builder is honored as James Jerome Hi lies in state, mourners gather around his bier in the Northwest. Mortane loses a close friend who valued railroad prosperity tied to national growth and regional development, praising him as a great, nation famed figure and best friend of the Northwest.
The piece urges every town along the line to adopt a city beautiful campaign with trees planted streets cleaned and fences repaired. It asks Saco and the Skookum Club what steps they will take and suggests using their park to plant trees for a shared improvement.
