Addressing Kiwanis Traffic Woes Warns of Rising Fatalities
Captain M E Kidd of the Louisiana Highway Patrol spoke to the Kiwanis Club, blaming lax enforcement for a 35 percent rise in highway accidents in 1960 after a 37 percent drop in convictions. He cited failures to prosecute, ticket-squashing, and a push to improve driver training, insurance rate adjustments, and new laws aimed at reducing crashes. He noted blood tests for DUI, the motor vehicle inspection law, and Interstate 20 patrols with a 65 mph limit on four lane divided highways. He urged shoulder stops and a universal minimum speed limit on busy roads.
