In February 1962 Russell officials reported doubt about the reliability of the water supply. The town loses water up to six times yearly due to mechanical failures or leaks, prompting calls to upgrade the system. The fire bylaw 975 was criticized for inadequate protection and authority for the Russell Fire Department, with further fire protection talks slated for April. A separate motion raised residential lot frontage prices from 40 to 80 per foot, and tax dates were shifted forward by one month. Potash Saskatchewan offered to fund recreation projects for Russell employees, and the meeting adjourned at 10:30 p.m. The next session was set for March 15.

Accidental Shooting Claims Life in Russell
The Russell RCMP report details an accidental shooting on March 14, 1982 near Russell. David Stewart Bowley was shot while target practicing four miles south of town, transported to hospital and later Brandon General Hospital where he died at 10 22 p.m. Investigation continues.
