Government agency backs lower short haul grain rates

The National Transportation Agency proposes cutting base rates for grain shipments under 700 to 1 900 kilometres, lowering Manitoba hauls to about 16.91 per tonne from 20.98 while Saskatchewan outbound moves rise to 37.10 from 36.16.
