The Hon. Sidney Fisher announces a civil service bill adopting competitive exams and a non partisan commission. It replaces patronage with merit based promotions and salary raises, reclassifies the service, and sets a higher salary minimum. It also notes no land grant to a company but a cash bonus above the usual per mile rate.
Ottawa dispatch reports the Dominion government will guarantee bonds and provide a cash subsidy to the Canadian Northern Railway for completing 488 miles of the Hudson Bay Railway from The Pas to Port Churchill. Land subsidies will be cancelled and the plan aims to secure road construction and rate control via an agreement with CN R, opening vast new territory.
