Fat lamb judging winners crowned across four classes at the 1965 fair amid a record turnout of 12 769 on opening day. Monte Smith Roosevel county took fine wool champion with Noel Ray Gollehon as reserve. Western Whitefaced Breed saw Sue Gardner Roosevelt county repeat as champion while Danny Harshey Chaves county won Pen of Three. Capitan Basin Declared To Shield Water Rights In SE New Mexico

State Engineer Steve Reynolds declares the Capitan underground basin covering about 1,550 square miles in Eddy and Lea counties to protect Pecos River water and groundwater rights north to the Texas line. Permits to drill will be limited to three acre feet annually for livestock, and one acre of noncommercial trees or gardens, with stock and domestic use exempt. City official Hoyt McMinn says Roswell’s water plans are unaffected and notes Capitan’s control shifts to Roswell’s District II Engineer’s office pending impact reviews.

The engineer stated that water in the Capitan Reef Complex connects hydraulically to the Pecos River and possibly the Roswell basin. Withdrawals from the reef could reduce Pecos River flow and water for Pecos Valley wells. The basin may be declared to protect existing water rights from impairment by state administered development.

Dr Bemis Is Stricken Died at VA Hospital Albuquerque

Dr Merle Bemis longtime district health officer for Chaves Lea and Eddy counties died this morning at the Veterans Administration Hospital in Albuquerque after a lengthy illness. He served as health officer for one year ending last March after earlier practice as an orthopedic surgeon in Boston and work in Phoenix before moving to Roswell. The Roswell residence is 3203 Alhambra Drive. Survivors include widow Winifred a son and a daughter.

Booths and Car Items Stolen at ENM State Fair

Thieves stole stuffed animals valued at 167 from carnival booths at the Eastern New Mexico State Fair. Owner Mort Carl reported the loss to city police. A portable radio worth 67 and clothing from a car owned by Thomas Gardner in Hobbs were also reported stolen while Gardner visited friends early today.

Debbie Downgraded To Tropical Depression Off Florida Coast

Forecasters lowered Debbie from tropical storm status as of 11 a.m. advisory. Warnings eased with winds 25 to 35 mph expected along the Gulf coast from Mississippi Sound to Apalachicola and tides of 2 to 4 feet expected to fall gradually. This advisory was the last scheduled for Debbie.

Taal Volcano Death Toll Feared High in Philippines

Rescue teams surveying the 12 square mile island reported widespread death and destruction after the eruption at 2 30 am. Officials fear large casualties among 2000 island residents as Red Cross counts 184 bodies on the mainland and 104 in Agoncillo with many victims in volcanic mud and ash.

Mayor denounces trailer law as inadequate in Roswell

Mayor Gail Harris condemned the citys new trailer ordinance as inadequate and urged council study or revocation. He criticized planning and zoning handling of hardship appeals and cited a denied special permit for an elderly man. Councilman Holt defended anticipated council reviews of hardship cases.

Five Amendments OKed In Roswell Chaves County Balloting

About 1,900 voters turned out for statewide constitutional amendments Tuesday with strong support for Amendments 3 4 5 and 8 and approval of No 2. Paper ballots slowed counting at several districts including Lake Arthur and Missouri Avenue. Hospital levy failed countywide 1274 to 650 leaving the Medical Center $57000 short for next year. Individual amendment tallies show strong approval for 3 4 5 and 8 and mixed results for 1 2 6 7.

Eastern New Mexico State Fair Schedule Highlights

Schedule lists Wednesday events from 7 to 7 30 p.m. concert in Rodeo Arena by New Mexico Military Institute band and 7 30 p.m. championship rodeo and carnival from 11 a.m. to midnight. Thursday features 8 a.m. junior market swine judging and 10 a.m. breeding sheep judging.
