The New Mexico attorney general ruled the Curry County Commission and Manager Geneva Cooper did not violate the Open Meetings Act in budget talks. Sheriff Hatcher claimed private meetings with Cooper led to secret deputy cuts, but officials said no quorum formed and no rolling poll occurred.
