Mother arraigned in video beating in South Bend

Madelyne Toogood 25 was arraigned on a felony battery to a child charge after a surveillance video shown nationwide depicting her striking and pulling hair of her 4 year old daughter Martha inside a sport utility vehicle in a department store parking lot. The magistrate entered an innocent plea for now and her attorney said a guilty plea is likely with a mercy of the court. Martha has been placed in foster care with two weeks for child protection officials to determine future custody. If convicted Toogood could face up to three years in prison and a hearing is set for Oct. 7.
