The storm's center 10 miles southeast of Port O Connor moving at six miles an hour. Camp Hulen near Palacios may feel its path with most troops relocated. About 100 people sheltered in Port O Connor and 400 moved inland to Port Lavaca. Red Cross workers dispatched and guards posted along threatened levees and shipyards. Emergency hospital set up in Houston with police and fire units on alert. Ellington Field's 4700 troops reduced to a skeleton crew.
