Col. Charles E. Shelton, the last officially designated Vietnam era prisoner of war, was declared killed in action 29 years after being shot down over Laos. His wife Dorothy Shelton, who sought answers for 25 years, died by suicide in 1990 and prompted their five children to request the Air Force change his status. The Air Force made the declaration on Tuesday, giving the family closure. Shelton was shot down on April 29, 1965, his 33rd birthday, and rescuers initially reported he was in good condition. Local villagers later said he was captured by Laotian forces.
About 1,700 homeowners in the Carlsbad area may face new flood insurance and construction restrictions if a revised flood plain map is approved. The map could bar building or remodeling without elevating homes above flood stage. The Corps reviewed inclusion of homes and discussed dam and diversion options for flood control with a preliminary report due July 1995.
