Police in Johannesburg moved in with tear gas and rubber bullets as thousands of mixed race students and teachers pressed to reopen schools closed due to rioting near Cape Town. The report notes a widespread disruption across the area with authorities acting Tuesday.
President Reagan says no summit agreement would block testing of the Star Wars missile defense system though he would seek to negotiate deployment with Mikhail Gorbachev if it helps remove nuclear threats. He defends the anti-satellite test as necessary to prevent a Soviet monopoly on space defense. He stresses seriousness of the Geneva summit and rejects personal warmth with the Soviet leader.
Gov. Toney Anaya apologized to Rep. Linn Tytler for accusing her of conspiring with ousted Health and Environment Secretary Fitzhugh Mullan. He said the remarks crossed propriety and issued a formal regret after firing Mullan and naming Joseph Johnson Jr. as HED secretary. Ms. Tytler received Anaya’s apology by phone following the statement.
Santa Fe voters rejected the Sangre de Cristo Water Co. purchase plan by about 20 percent. Unofficial totals show 4 684 against and 3 086 for, with four ballot questions all failing, including tax shifts to fund the water system.
Laurel Hill, Fla. police chief Malcolm Dreading hired his wife Cathy as patrol officer after serving alone. She had already handled radio duties, will train with him briefly, then start a 146 week course for state certification in January, under state's 180 day pre training rule.
The Ex traterritorial Zone Commission approved a plan to change about 600 acres from rural suburban to industrial in southwest Roswell. If ETZ Authority passes Sept 24, the 30 year change allows Armstrong & Armstrong Construction and Roswell Ready Mix to continue sand and gravel operations on owned land while requiring a buffer from nearby homes.
Artesia Counseling and Resource Center and Roswell Counseling Center moved toward a merger with a proposed service contract. Artesia would buy 3/5 days of administrative services and 2 days of clinical services from Roswell for six months to test cooperation and ease the rush to merge.
