Herman Tabet of Belen must decide whether to resign from the New Mexico Racing Commission after a $5,700 gambling debt to Fortuna Properties Inc. ownership of Sunland Park and other tracks is disclosed. Gov. Apodaca says no resignation urged, noting the need for a clear choice before the commission meets on September 14.
President Carter and Panamanian leader Omar Torrijos prepare to sign the Panama Canal treaty concluding a 13 year negotiation witnessed by 19 heads of state and 27 nations. The pact phases out U S control by 2000 with U S right to intervene if needed.
