Bisbee Arizona Territory September 6 both Territorial Democratic and Republican conventions convened with about five hundred delegates. They aim to unite against joint statehood while naming candidates for Congress. W. W. F. Cooper leads Republican hopes. Mark Smith touted for Democrat.
Leaders from the Irrigation Congress call for nationwide legislation to support arid regions. Advocates push adoption of laws to promote water management, irrigation projects, and drought resilience through nonprofit and state programs.
Governor Chamberlain of Oregon was elected president of the National Irrigation Congress. A resolution urged penalties for interfering with federal headgates and irrigation works and opposing Philippine sugar concessions. The first ballot favored Jamestown Virginia Sacramento California Reno Nevada Las Vegas New Mexico. Sacramento won on the second ballot. Offficers elected include John Henry Smith Virginia B H Maxson Reno Nevada George Barstow Texas and D H Anderson Goldfield Nevada.
Three foreigners Carlos Humbert Bruno Trevino and Genaro William were arrested on the charge of inciting rebellion in Mexico and brought to Tucson Arizona by rangers. Seventy five Mexican cavalrymen moved from Cananea to Nogales Sonora to block rescue attempts. District Attorney Alexander left Phoenix for Tucson and the border.
