London October 19. The German reply to President Wilson will be indecisive as the military caste has not decided on any submission terms. German officials plan to prolong discussions and gain time by sending a cautious, noncommittal reply.
Rome papers argue that Turkish and Bulgarian reverses threaten Austro German aims, accelerating Germany's isolation. They cite Turkey as key to Mesopotamia Palestine Egypt and colonial reach with Austria benefiting from Tripoli Cyrene and the Aegean as a pathway to Africa and empire.
Washington reports the dissolution of Austria-Hungary is underway as Bohemia revolts and Hungarians declare independence. President Wilson withholds peace talks until national aspirations are met, predicting a complete empire breakup with a small German-populated state near Germany.
In a London bound train a tall kilted sergeant held a 16 or 17 year old German prisoner. The boy, pleased with England, played a mouth organ and sang Love me and the world is mine before the sergeant cautioned him sternly that they do not love him and the world is not his.
Roswell Board of Health issues orders to curb the Spanish influenza. Most businesses must close except certain essentials, with restricted hours and stay-at-home rules for ill people. Physicians must report cases, and home isolation is required after fever ends. Effective Monday October 21, 1918.
The White Line advertises a regular mail car at 7 30 a m and a special for El Paso at six in the morning. Passengers may call 222 the day before and cars will call for them.
British and American forces push between Bohain and Le Cateau capturing Wassigny Maseingheen Baseul and Ribeauville. About 1200 prisoners and guns taken. Douai Tourcoing and Roubaix occupied as advance continues northeast of Douai. Crossing Marque River brings forces to eight miles from Tournai.
A traveler stateside returns from Britain and recalls a Scottish edge village whose name he writes as Geoddha na gobhlan chen Duibhe and avoids attempting the pronunciation. The vignette highlights the tricky French town names and Irish seeming phonetics present in his memory.
Washington reports the six billion dollar goal may be surpassed as subscriptions pour in across the country for the Fourth Liberty Loan. London commends American soldiers for good behavior and courteous conduct in the streets and praises their bearing and restraint.
Washington reports British authorities say a large Handley Page bomber will be used to strike Berlin as Allied advances shorten flight distances. The plan envisions a joint air offensive on a gigantic scale with Berlin only the start and German industrial cities to be bombed to retaliate.
Claude Smpson, acting chair of the Liberty Loan committee, reports at noon that Chaves County is nearing over the top by four. He cites an excellent organization, shared effort across communities, and bonds purchased by two busy businessmen who served without pay as the campaign nears its close after three weeks of work.
James C. Hamilton reports from Somewhere in France on a recent drive against the Germans. He notes good work, high spirits, and anticipation of returning home, mentioning captured territory, gun sergeant Guffey, and letters from Roswell as morale boosters.
A Swiss Humanite correspondent reports thousands of German workers cheered President Wilson’s war aims at a Mannheim mass meeting. An Independent Party member outlined the January 1918 program with peace possible only by Wilson's terms. Authorities blocked a formal vote despite broad applause.

President Wilson replies to the Austro Hungarian peace proposal asserting that since January tenth conditions have changed he cannot accept autonomy as a basis for peace. He says oppressed peoples in the dual monarchy must judge any action and the United States recognizes Czecho Slavs and Jugoslavas as sovereign peoples.
E. J. Willams and family fought a bout with influenza at their home with the head of the household first falling ill and one by one the rest following. News from friends says all family members are recovering nicely and back on the mend.
Allied forces report major advances in Belgium and northern France on October 19. Becloo falls as Belgians push toward Becloo and Aeltre. Germans retreat toward Ghent and Valenciennes. French cross Oise canal and move near Guise while taking Sannaphey Tupigny and Novnles with over three thousand prisoners.
The official daily casualty list reports 1,117 total names including 1,117 killed or missing categories. It notes 247 missing in action 143 wounded 380 died of wounds and 29 died of accident and other causes. Additional figures show 12 died of disease 61 aeroplane accident 2 wounded degree undetermined and 241 wounded slightly.
London Chronicle reports the Kaiser abdicated for hours but the ruling caste halted the move and pressured cancellation. Mobs attacked the Berlin palace, smashing windows as the Kaiser’s resignation remained unresolved amid political turmoil. Baron Burian’s resignation as Austrian premier is confirmed.
Victoria Guterrez who died in the city yesterday from Spanish influenza was buried this morning at South Park Cemetery at 10 o'clock.
The Record reports Captain Reid explains county volunteer counts differ due to residency rules. He estimates New Mexico has between fifteen and sixteen thousand in all services, with 210 in Navy and Marines and 859 in Army, plus 55 commissioned officers and 10 in officers training.
