Water Decision Upset in New Mexico Supreme Court

The New Mexico Supreme Court overruled a district court ruling in Chaves County directing Judge George L. Reese to affirm the State Engineer S. E. Reynolds denial of changes in water rights. Senate Reapportionment Deadline Set by Federal Panel

A three judge federal panel ruled the New Mexico Senate is mis apportioned under equal representation and required reapportionment by March 1 or the court will act. Gov Campbell said reapportionment will be included in the 1966 legislative call and will be pursued.

The New Mexico Senate must again attempt its own apportionment after a federal three judge panel ruling. Sen. Gallagher and Sen. Morgan welcomed another chance, while Gov. Bends Hit Aquanaut During Sealab 2 Dive

Navy reports all Sealab 2 aquanauts well with one man, Robert Sheats, 50, stricken by the bends after descending to 205 feet. He was decompressed to 60 feet and monitored as doctors gradually reduced pressure to prevent helium bubble formation. Heats remained connected by intercom while the team continued 15 day shifts in the underwater habitat.

Federal Water Study Nears Approval for New Mexico Pipeline

Portales AP reports a $40 000 federal water feasibility study for eastern New Mexico. Lloyd Calhoun Hobbs of the Eastern New Mexico Community Water Users Association says the Bureau of Reclamation will conduct the study on a pipeline from Ute Dam to 17 communities in south and east New Mexico, including Hobbs and Carlsbad, with approval expected by November.
