A second flood overwhelmed Roswell on Saturday afternoon at 1:52, submerging Main Street by 2:00 and reaching the Main and Second street corner in eight minutes. Residents prepared in advance, barricading doors, sealing openings, and some businesses closed. a raft operated at Pecos Valley Lumber Yards while transport across the Pecos was arranged by boat.
Port Arthur remains accessible and stocked as reports say the city is well provisioned. Local authorities confirm supplies intact and residents advised to conserve resources while relief teams distribute aid.
In Naples a interview with Russo-Chinese Navy vessel inspector Veerblunsky describes Port Arthur’s hunger for siege relief. He says 23,000 troops remain at Port Arthur and supply ships replenish continually, while Chinese junks avoid Japanese vigilance to bring in provisions. Twenty seven persons died and thirty injured in a head end collision 25 miles east of Warrensburg Missouri as an eastbound Missouri Pacific passenger train from Wichita for St. Louis collided with a heavy westbound freight near Dead Man's Bend. The freight crew ignored orders, the crash tore through the front coach, and relief trains rushed to the scene as fatalities rose.

George W. Paxton of Amarillo traveled home after learning his son T. W. Paxton was safe during floods. The young man had wired a message that never reached his parents, prompting a $100 loss and a demand for a thorough investigation into the Western Union failure.
A train headed to the Pecos bridge carried about two hundred passengers, many Roswell residents curious about the Tallmadge prospectors in town since the flood. Mails were to be ferried by a boat at the bridge, with transfers by boat for the return. No southbound train this afternoon, but a Carlsbad-bound service is planned tomorrow morning with boat transfers at Carlsbad. the Pecos train returns by about 5:30 this evening.
Washington announces the appointment of Robert J. Wynne as Postmaster General. Wynne currently serves as acting Postmaster General and will be formally confirmed in the coming days.
