The Roswell City Council adopted charter revisions after a special session at the public library. The Dawson Nagel firm advised restricting initiative and referendum on certain bond, special assessment, utility rate, and excise tax ordinances tied to revenue bonds.
Robert Earhart, new executive director of the Governor's Commission, told the Daily Record that New Mexico offers an ideal climate for organized crime due to its open, underdeveloped state and rapid population growth. He cited gambling, prostitution, narcotics, racketeering and infiltration of legitimate business as core issues and noted NM as a funnel for drugs into national markets. Earhart spoke in Roswell and plans greater police agency cooperation and tighter regulatory coordination.
Former State Liquor Director Carlos Jaramillo appeared before Magistrate Judge Eugene Romero on two counts of aggravated assault following an alleged incident in a bar parking lot with 18 year old Edward Lucero. He was released on $10,000 unsecured bond. hearing date not set. Police say Jaramillo armed with a rifle and knife assaulted Lucero after an argument over a car door and motorcycle. The case was referred to the Santa Fe District Attorney for grand jury consideration.
United Press International outlines Pope John Paul II schedule for Thursday and Friday with local times. Events include arrivals in Des Moines and Chicago, masses at Living History Farms and Five Holy Martyrs, a U S Bishops Conference session, and a Grant Park mass.
WESTPO director Phil Burgess said the meeting with President Carter in Albuquerque will cover major areas of concern. Gov Bruce King announced Oct 10 plan for a WESTPO dinner meeting with Carter and civic leaders. The four point affirmative action plan and a national water policy were named as possible agenda items.
Rev. Jesse Jackson, weakened by gastroenteritis, plans to press ahead with a meeting on peace prospects with Palestinian guerrilla chief Yasser Arafat in Lebanon. The illness forced a postponement of their second formal encounter.
