The arms limitation conference opened in a secret session today as delegates tackled Far Eastern questions for the first time. China presented a future status proposal, while two major topics Pacific Far Eastern questions and land armaments loom as the next agenda items.
Washington reports plans to expand U S trade with Germany after peace with Central Powers. President Harding aims to reestablish German diplomacy and speed up appointing officials. Inquiry on Congressman Houghton of New York as German ambassador is expected to go to Berlin, with a decision expected soon.
Ottumwa Iowa November 16 four National Guard companies restored order after riots between twelve hundred striking Morrell Packing Company workers and strike breakers. The report notes guard deployment and clearance of disruption as workers and security stabilized the scene in the city.
Renewed labor board disputes arose as seventy five western railroads urged workers of all classes to accept another wage reduction. Officials predicted no repeat of the crisis that occurred October 30.

Rene Viviani Aristide Briand Ambassadeur Jusserand Albert Sarraut and Marshal Foch figure prominently among the French delegation. Viviani is lauded as a premier orator and ally of the United States Briand the veteran reformer Jusserand the seasoned diplomat Sarraut a versatile administrator and Foch the war hero and proponent of strict disarmament with Rhine frontier claims.
Local Observer Cleve Hallenbeck reports a cold spell approaching Roswell and Pecos valley with unsettled fair weather tonight, snow in the north, and a drop of 20 degrees by Thursday night. North areas face colder temperatures, while a low central pressure and a moving high over Canada drive the cold wave. Roy Gardner, long famed as the west’s top mail robber, is reportedly in custody after a man taken from a Santa Fe mail train admitted he is Gardner. Police chief George B. Brisby announced the arrest in Phoenix.
