Russia joins NATO as limited partner in cooperation push
NATO and Russia formalized a limited partnership at Pratica di Mare air base with a NATO Russia Council. The accord gives Moscow a voice but not a veto on security issues including counterterrorism and arms control while signaling broader future role for Russia in the alliance. President Bush and Vladimir Putin hailed the move as a shift from confrontation to dialogue though Putin called it only a beginning. Italian security forces guarded the summit as leaders discussed a new era of North Atlantic cooperation.
