Haiti Adoptions Resume Amid Wary U S Agencies
International adoption in Haiti restarts after the January quake but U S agencies urge caution and expect delays. The State Department supports rebuilding safeguards while adoption groups warn of slow processing and possible loss of children’s paths to permanent homes.
