DOE warns high profits could curb Alaska oil competition
The Washington Star reports DOE staff warned officials that high Trans Alaska Pipeline profits could lessen competition and slow North Slope development. They proposed a lower 8.85 percent rate of return versus producer demands up to 20 percent, arguing higher returns would yield windfall gains for pipeline owners and discourage independent exploration. Deputy Secretary O Leary cited two goals: boost future development on the slope and prevent anticompetitive ties between production and pipeline owners.
