The first referendum petition to suspend the lubricating oil tax was filed with secretary of state Marguerite P. Baca. Ghaves county provided 149 signatures, short of the 25 percent state and county requirements, with more petitions expected before June 9 to block operation of the law. If they miss 25 percent, a 10 percent option exists but would not halt enforcement.
