President Obama ordered the resumption of military commissions at Guantanamo Bay reversing his halt to try terror suspects. The move faces Congress opposition and blurs a goal to close the prison, with Abd al-Rahim al Nashiri likely first to be tried. About 80 of 170 detainees may face commissions while others face periodic reviews with indefinite detention possible. Critics warn the system preserves secrecy and invites legal challenges.
