Compromise One Approves Relief Bill Changes

House and senate conferees reach a compromise on a relief appropriation of 1.7556 billion dollars for the coming fiscal year starting tomorrow and approve changes to the WPA including the abolition of federal theater projects and local sponsorship for some arts programs. The measure must be signed by midnight to avoid stopgap relief. The agreement trims theater funding, restores a theater projects cut, and sets a 25 percent local cost share for new projects after January 1. The plan reduces the payless vacation period and retains some house provisions on worker eligibility and administration. A 125 million transfer back to the PWA is reversed, and NYA funding is debated but retains House provisions. The total increases are largely allocated to the farm security administration, with this bill pending final action tonight.
