Thousands of Russians greet President Nixon in Moscow with silent crowds and Soviet and American flags as the nuclear summit with Leonid Brezhnev begins at the Kremlin. The first session starts after a 90 minute delay. police control crowd size.
Deputy White House spokesman said no problems arose as President Nixon was greeted by Brezhnev at Vnukovo Airport. Nixon hopes summit will push a partial ban on underground nuclear tests and slow arms development amid cautious expectations and a possible expansion of commercial ties. Kissinger warned the next 18 months are critical to halting proliferation.
AP reports the FBI is investigating a hoax claim that post cards with nerve gas discs were mailed to Supreme Court justices. In other items FDA introduces human blood antirabies serum and Nixon orders indefinite suspension of U.S. wheat import quotas.
President Nixon and Soviet leader Brezhnev planned late afternoon talks followed by a state dinner. More sessions were set for Friday and Saturday, then a weekend retreat at a Black Sea resort near Yalta.
