Eastern Airlines will reserve 65 percent of its seats for nonsmokers and guarantee a nonsmoking seat on request even if it means expanding the ban in the smoking section. The airline will pay a 10000 dollar fine for denying nonsmoking seating and will adjust row by row if needed. Civil Aeronautics Board rules require no smoking seats on request but do not specify a fixed number.
