Fair board members discuss a long range plan to beautify grounds with landscaping funded if profits allow this year. They expect to seek garden clubs to lead the project while noting water piping needs to the U S 285 side but no current funds exist. Lady Bird would not be involved.
Roswell city council approved Universal Constructors Inc. of Albuquerque for concrete cylinder pipe for water distribution, the lowest of seven bids. The meeting also adopted Resolution 1326 opposing proposed gun control laws, with debate over council influence versus individual action.
Mr and Mrs C D Gilchriest of Roswell recall that Robert David Beam 23 was in the area and had been their foster son until he was returned to his natural parents at 15. Beam drowned Saturday in Rio Felix flood waters as his wife Carol plans to stay with the Gilchriests. The couple had recently moved from Beaumont Texas to Roswell.
Secretary of State Dean Rusk urged rapid U S ratification of the nuclear treaty to curb proliferation. President Johnson framed it as pivotal, while Senate leader Mansfield signaled a cautious, time-sensitive approach ahead of August adjournment. The pact requires 43 nations to take effect. 60 have signed. Johnson announced talks with the Soviet Union on limiting offensive and defensive nuclear weapons.
Federal aviation officials said pilot error caused a light plane crash as it landed after a large jet near downtown Phoenix. Pilot Jim Stephens and passenger Paul Kenneth Beck, both of Roswell, were killed. Witnesses said turbulence from the big jet likely affected the small plane. FAA chief Chester Church noted Stephens followed the jet but had not received final landing clearance and may have had radio issues. Church said wake turbulence dangers are basic knowledge for pilots.

The step signals expanded Catholic participation in WCC affairs and observers attended while the Archbishop of York urged mission to meet spiritual hunger.
In Carnoustie Scotland AP English amateur Mike Bonallack and British pro Brian Barnes shot two under par 70 to lead as heavy favorites struggled. Jack Nicklaus had putting woes with 76 while Bill Casper posted 72 amid slow greens drawing his complaints. De Vicenzo opened with a 77.
Postmaster General W. Marvin Watson warned that mail deliveries could drop to five days a week and many small post offices close unless the department gains an exemption from a government wide personnel cut. He spoke after meeting the House Ways and Means Committee amid a new payroll reduction law.
