Officials of the Works Progress Administration division in New Mexico arrive for a two day conference on administration. Governor Clyde Tingley gives the welcome address. Albany reports receding floodwaters in upstate New York leaving 37 dead and eight missing while property damage is estimated near 10 million dollars. Fire crews battled rising waters as communities recover and assess losses across the flood zone.

A 1933 34 amendment is ruled unconstitutional by the state supreme court, leaving the 1929 law to allow a graduated state license tax. Nearby reports note a missing Illinois tourist case with an Aztec suspect not yet connected.
The Associated Press reports Changteh in Hunan Province flooded as dikes fail and the Yunan River and Tung Ting Lake waters rise. About one hundred thousand homes sit under ten feet of water, with residents clinging to higher ground amid fire and collapsing defenses.

U S attorney Owen Hughes opened the Lindbergh law kidnapping case against Margaret Thulin Waley in Tacoma Washington asserting the 19 year old housewife was involved from the start in the Weyerbhaeuser kidnapping plot. The judge and jury were seated for trial.
Tomorrow is the final day for contributions to establish memorial entrances to Cahoon Park in honor of the late Edward A. Cahoon. Donations up to one dollar each will be accepted, with several gifts from local residents and groups already reported.

In Washington, the House Ways and Means Committee unanimously limited the tax bill to levies on individual and corporate incomes, inheritances and gifts, deferring broad proposals on sales taxes and other revenue ideas. The committee chair and witnesses stressed budgeting goals and propose tax increases aimed at balancing the federal budget, reducing deficits, and proportional taxation across all incomes and estates.
An extraordinary meeting of the League of Nations Council and Assembly was forecast after talks between secretary general Avenol and British officials Hoare and Eden. The communique said questions will be discussed by the council and assembly in the near future, ahead of the next regular session in September.
In Albuquerque on July 3 the AP reported that delayed appropriations for the new fiscal year by the Public Works Administration have laid off hundreds of federal project workers in New Mexico and Arizona. The Indian irrigation service Indian service construction division and soil conservation service are hardest hit.
AP reports 12,000 relief cattle in Sonora Mexico await Washington guidance before disposition. The cattle, part of a half million bought last year for drought relief, face possible entry into commercial channels after protest by New Mexico Cattle Sanitary Board. T. W. Conway says decision in Washington pending. Homer P. Powers, state regional advisor, is in Mexico assessing the herd.
Clovis New Mexico July 9 AP a three day heat wave pushed temperatures to 100 degrees or higher aiding waving fields in Curry county harvest now in full swing. Officials estimate total wheat yield at half a million bushels about one sixth of the record crop and one fourth of normal.
Tucumcari New Mexico July 9 AP a man identified as H S Nicholson was taken into custody after the robbery of a local filling station last night $15 was taken from the cash register and a truck driver and helper were relieved of pocket change Chief of Police John Grayson said the suspect used several aliases and police sought a companion seen yesterday to partner in the crime.
In Santa Fe on July 9 AP reports office hours at the capitol will run from 8 20 to noon and 1 p m to 4 30 with Saturday sessions 8 30 to 12 30. The change follows a conference between the Governor and department heads. The Governor invited all department heads to dinner at a later time.
Santa Fe July 9 AP The president and secretary of dependent rural school districts should be bonded and liable for 3000 dollars, the attorney general clarifies in a opinion on the 1935 school code part that was not clear.
