A planned launch of a large research balloon was scrubbed due to winds above 5 mph. The forecast calls for calmer conditions tomorrow with early morning winds the lightest, and a high near 104 degrees is forecast.
New Mexico State Board of Finance approved a Colorado joint purchase and operation plan for the Antonito-Chama Barrow gauge railroad despite reluctance to buy the line from the Denver and Rio Grande Western Railroad. Governor Cargo advised approval.
Roswell school leaders outlined a proposed 3.9 million to 83.5 million bond package aimed at expanding middle schools and adding multipurpose rooms while defending the plan against critics. Citizens pressed about debt while officials cited aging facilities and district needs.
Secretary of State William P Rogers arrived from Saigon for talks with Japan on Southeast Asia, aid to Cambodia, and easing capital investment limits. He plans meetings with Prime Minister Sato and Foreign Minister Aichi to press faster aid, discuss textile talks, and explore broader regional assistance.
About 50 Roswell students on a Europe tour, led by Mrs. Charlie Pauline Smith, may return three weeks early after the Cincinnati tour operator filed bankruptcy. World Academy arranged airlift for students stranded in Paris. The group, in Rome and other cities, had money to stay only through July 20 with a July 21 return planned.

The report notes increased demand for low tar cigarettes and filters in various countries while Turkey Portugal India Greece Colombia Chile and Brazil have little or no regulation.
Two Transwestern pilots Phil Rizan and John McLean escaped with cuts and bruises after a twin engine plane damaged a left engine and crash landed nine miles southeast of Elida while cruising at 8500 feet. The aircraft was declared a total loss.
Roswell recorded 105 degrees on Monday missing the 1895 date record by one degree. The U S Weather Bureau forecast another hot day with slim shower chances. Northern New Mexico saw scattered thundershowers with Tucumcari at 0.35 inches and Grants 0.28 inches, Farmington 0.33 inches.
