Eisenhower urges immigration quota reforms to admit more newcomers

President Eisenhower sent a 2000 word message to Congress calling for easier emigration rules for refugees and broad revisions to raise annual immigration to about 65 000 more than the current 154 857. He urged using the 1950 census for quotas, redistributing unused slots by July 1 1955, and eliminating mortgages while enabling annual admission of orphans and more southern Europeans.
