Somali leaders sign plan to form new national government
In Nairobi Somali leaders sign a landmark agreement to create a national government drawn from a 275 member parliament. The four major clans will appoint 61 members each and a coalition of small clans 31, with parliament to choose the president who will nominate a prime minister. The deal unites southern Somalia with Puntland and includes all major militia groups.
