High abuse rates in 13 juvenile centers alarm officials
A government study finds nearly one third of youths in 13 detention facilities report sexual victimization and about 12 percent nationwide across state private and local centers. Staff sexual abuse, mainly by female workers, dominates the reports. 26,550 youths were surveyed via anonymous questionnaires.
